New Property Tax Law

From 01 October 2018 the new Law on Immovable Property Tax comes into force.!
As a taxpayer you will notice the changes starting next year.

The most important changes are:
  • Tax on land is introduced
  • New payment dates, 30 April and 30 September
  • Higher primary residence deduction – 15.000 Euro
  • The primary residence deduction is only applied for one property
  • A certificate of appraised value will be issued for all properties
  • New appeals procedures
  • The property tax bill will primarily be sent to the address of the taxpayer - not the address of the property

Tax on land is implemented 2019

From 2019 property tax will be imposed also for parcels. You will get your first bill for property tax on land in January 2019.

Electronic service for Property Tax “E-bill” is now available

Electronic service for Property Tax “E-bill” starts applying today!

The Ministry of Finance notifies all citizens of the Republic of Kosovo that electronic service for Property Tax “E-bill” starts applying today. Through this system, taxpayers are able to take the invoice, monitor the situation and pay property tax bill at the nearest point, in PTK or Bank.
Through the use of this electronic service, taxpayers save time and cost and also are able to monitor the situation at any time. In addition, the bill number UNIREF allows taxpayers to complete the payment through banking system known as; e-banking.
The main condition for the use of the electronic system by taxpayers is the introduction of personal data such as: personal number, name and surname.
The implementation of the most advanced system for property tax payments from the Ministry of Finance is another commitment of the Government in providing better and faster services for taxpayers.

Register correct ownership

Preparations for implementation of property tax also on land

Today property tax is only determined on the value of buildings. Preparations are now made to extend property tax to include also the value of land.

This will lead to some improvements for you:

- Your municipality will have more revenues for making capital investments that improve the daily life for you, your family and for your community. (To see how your municipality invests revenues from property tax click here).

- You will have a valuation act certifying the value of the property. This officially sanctioned value will make it easier, faster and cheaper for you to have loans as the bank do not need to make a special valuation before giving you a loan.

- Some municipal fees will be replaced by the property tax on land, which means that costs for businesses will be more foreseeable than today.

How will tax on land be implemented?

The tax will be calculated based on an appraised value, which will reflect the market value of the land.

To avoid a sudden very high increase of the tax for all taxpayers the tax on land will be implemented gradually over several years starting 2017.

Have in mind that, each payment, initially covers all taxes of the current year. Whereas, surplus payments will cover the debts from previous years.

Taxpayers, who want to change the shape of the distribution payment, have a following additional clarification.

Each taxpayer who is unsatisfied with this form of payment distribution must visit the municipal property tax office and ask for the payment distribution form to be changed for his/her property, so that it initially covers all debts from previous years, while the surplus amounts cover the taxes of the current year, and this form shall be filled in by property tax officers.
